SUMMARY

The Alabama Community College System (ACCS) seeks competitive proposals from qualified third-party administrators (TPA) to provide Health Care Flexible Spending Account (HCFSA) and Dependent Care Flexible Spending Account (DCFSA) administration services under solicitation RFP2026-0006-ACCS. The single-site employer program currently encompasses approximately 155 benefits-eligible system office employees, with 48 enrolled in HCFSA and 2 in DCFSA, utilizing a semi-monthly payroll frequency. Required services include plan administration and compliance under Internal Revenue Code Sections 125 and 129, claims adjudication and substantiation, weekly minimum participant reimbursement, benefits debit cards, direct deposit, a secure participant portal and mobile application, toll-free customer service, quarterly statements, eligibility file processing, monthly reporting and reconciliation, dedicated account representation, and implementation and transition services by January 1, 2027. Proposals are due by September 18, 2026, at 2:00 p.m. Central Daylight Time, with written questions due by August 31, 2026. The initial contract term is three years with two ACCS-initiated one-year extension options.
