The Town of Friendship Board approved Resolution 14-2026 on June 17, 2026 to move forward with geotechnical services for its Phase 2 Water System Improvements Project. This project, funded through the Water Infrastructure Improvement Act (WIIA) and New York State Environmental Facilities Corporation State Revolving Funds, includes replacing the old concrete reservoir with a new ground-level standpipe finished water storage tank at the existing reservoir site. Through an RFP process, the Town received five geotechnical proposals and, based on low responsive bid review by HUNT, selected ECS New York Engineering, PLLC for an estimated base amount of 12999.The Supervisor was authorized to sign ECS’s proposal, indicating the award is made and design work will proceed. This is valuable incumbent intelligence for firms focused on water storage tanks, SCADA, civil construction, and related professional services, as Phase 2 will generate downstream design, construction, controls, and equipment needs. Vendors can position for follow-on work tied to tank construction, controls integration, site work, and future phases of system improvement funded under the same WIIA/SRF package.

Phase 2 Water System Improvements are already funded via WIIA and NYS EFC SRF, indicating a broader multi-contract capital program beyond the geotechnical scope.
