The Town of Alabama Planning Board is conducting a detailed SEQR Findings comparison for the proposed Stream AI data center project within the STAMP industrial site, evaluating project changes, new information, and changed circumstances versus the original GEIS. Issues under review include power demand (up to a 600 MW site threshold), wastewater handling via an existing holding tank and a future force main to Oakfield, traffic on Lewiston Road, construction phasing over approximately five years, infrasound and noise, backup power strategies, duct banks between campuses, and coordination with the Tonawanda Seneca Nation. No construction contracts or vendors beyond the applicant (Stream) and prior Plug Power infrastructure use are identified; this document is focused on environmental conformity and mitigation conditions such as fencing, berms, construction management agreements, road use agreements, and sound monitoring requirements.For design, engineering, and construction vendors, this indicates a large multi-building data center build-out is being shaped, with conditions likely to drive needs for site/civil design, traffic and noise mitigation, stormwater and wastewater connections, and long-term infrastructure. A useful next conversation would center on helping the Town, GCEDC, or Stream implement compliant designs and mitigation measures once approvals are finalized, including detailed engineering, environmental monitoring, and construction management support aligned to the SEQR conditions.

GCEDC is SEQR Lead Agency and has already issued a Negative Declaration for the wastewater force main to Oakfield; Plug Power has withdrawn and its previously constructed holding tank and some infrastructure will be reused by Stream for a south campus.
