2‑mile Great Redwood Trail segment between State Route 36 and Fernbridge in Humboldt County. The grant scope covers multiple resource studies (aquatic, biological, scenic, archaeological, historic, hydraulic, floodplain), NEPA documentation preparation for future federal funding, vegetation management for site access, tribal and community engagement, and development of 30 percent trail and bridge designs consistent with the Great Redwood Trail Master Plan. This phase does not yet fund full design, permitting, or construction, but is explicitly intended to make the project more competitive for Caltrans Active Transportation Program and similar federal programs in later phases.The City will manage the grant using its existing staff and an experienced consultant team led by GHD, with GRTA ultimately owning the facility when built. Vendors offering environmental services, engineering design, active transportation planning, public engagement, or future construction services have a near‑term contact point in the City of Fortuna and GRTA as they shape detailed work programs, select subcontractors, and position the segment for subsequent design‑build and construction funding rounds.

City of Fortuna will submit a detailed work program, schedule, budget, and contractor list to the Conservancy Executive Officer before project start; local contractors from disadvantaged communities are expected to be used in development phases.
