The Planning and Urban Design Agency staff recommend 10 years of 90% property tax abatement followed by 5 years at 50%, and blight designation and plan approval are being recommended to the Board of Aldermen. This is a large, multi-year redevelopment where Jubilee CDC will be engaging design, construction, behavioral health, IT, security, furnishings, and program service vendors as they move from pre‑development into full rehabilitation and fit‑out of the wellness center.
