The scope covers preparation of Initial Studies, NDs, MNDs, EIRs, joint EIR/EISs, and associated technical studies (air quality, GHG, biology, cultural resources, transportation, hazards, noise, and environmental justice), as well as support at public meetings and preparation of administrative records and mitigation monitoring programs. Category 2 adds a broad bench of special environmental services, including cultural resource surveys, advanced air quality and climate analyses, sustainability planning and reporting, mitigation monitoring and reporting for construction and tenant operations, and in‑house CEQA/NEPA project management at EMD offices. This is an on‑call professional services opportunity with defined schedule expectations (up to one year for ND/MNDs and 18 months for EIR/EIS work) and a requirement that selected firms be located within roughly 50 miles of the Harbor Department for close coordination. Vendors with full-service environmental planning, technical modeling, and sustainability/reporting capabilities have a chance to secure multi-year task-order work and embedded staff roles with the Port of Los Angeles.
