Pre-RFPTransportationDetected May 27, 2026

The FY27 Unified Work Program describes BCATS’ planned 2027 data collection efforts, including a traffic counting program, HPMS support for MDOT, and PASER pavement condition surveys as part of the statewide asset management program. In 2027, BCATS will conduct federal-aid PASER field work for Bedford Charter Township and the City of Battle Creek, including the City of Springfield, and may fund additional local-road or culvert data collection if the budget allows. The program is funded through MDOT “M” funds (20,500 for asset management) and consolidated planning funds and will require traffic counters, field survey equipment, GIS and RoadSoft tools, and potential support to PA 51 agencies.BCATS may reimburse local agencies for data collection and provides for training, QA/QC, and equipment maintenance, so there is potential for vendors providing traffic data collection services, PASER/IBR rating support, GIS and asset management software services, and training to assist BCATS and its partner agencies.

Data collection may be performed by BCATS and local agency staff, but MPOs can purchase equipment and training and may contract support if internal capacity is limited.
