This decision effectively selects Seneca as the environmental consultant for the assessment phase, but the city still needs to develop a contamination management plan and will later face costs for any soil handling, demolition support, and remediation the study recommends. Vendors in environmental engineering, remediation construction, landfill and waste logistics, and brownfield redevelopment can position for follow‑on work such as contaminated soil excavation, disposal, site demolition support, and redevelopment design once Phase II findings are available.
