For 2026-27, Valley Charter Middle School will maintain three ELA teachers (one per grade) and have them each teach multiple small-group reading lab classes using the STARI adolescent reading program for students about 60% of whom are below grade level. This structural change replaces a previously unfilled reading interventionist position and is tied to strong iReady reading growth but continued concern that many students leave VCMS below ELA proficiency. The approach is part of a broader literacy strategy that also includes Reading Reconsidered curriculum, on-demand writing across content areas, assistant teachers, and iReady.While STARI is the named intervention, the plan is framed as an evolving design based on needs assessment and staffing realities, leaving room for vendors in adolescent literacy, intervention design, progress monitoring, and teacher coaching to refine this model and position for future materials or PD procurements.

Action 1.19 is designated as contributing to increased/improved services for unduplicated pupils; reading labs are central to learning recovery and may require ongoing PD and assessment support.
