York County’s Board discussed its perpetual service contract with Williamsburg Regional Library, under which the County’s annual operating contribution is nearing $1 million and an additional $2 million in capital support is programmed in the CIP. Supervisors directed staff to renegotiate the WRL agreement, remove WRL-specific language from capital plans, and consider issuing a two-year termination notice if talks are unsuccessful.
