City Engages Institute for Five-Year Strategic Plan

Newport News City Council is working with the Virginia Institute of Government to develop a five‑year strategic plan running from July 2026 through June 2030. Consultant Jane Dittmar has prepared a draft based on interviews and workshops, which will now be refined by staff before coming back for formal adoption.
