County Joins Regional Compliance JPA Agreement

Contra Costa County and participating cities approved a Joint Powers Agreement to create the Regional Alternative Compliance Joint Powers Authority. The JPA will administer the RAC System and support stormwater compliance planning under a long-term framework effective July 1, 2026.
