The developer seeks up to $51.5 million over 25 years to cover structured parking, site infrastructure, and enhanced residential costs, with conditions tied to affordable units, public park space, sustainability, and participation in clean energy programs. Terms are still being debated, including waivers to sustainability policy and safeguards if public benefits are not delivered, making this an active pre‑contract shaping stage where finance, design, and sustainability advisers can still influence the package.
Clinton City is holding a July 14, 2026 work session to continue discussion on a Transportation Utility Fee (TUF) to close a $2.38 million annual streets funding gap. Staff and consultants J-U-B Engineers and Zions Bank outlined a pavement management plan and a multi-step TUF analysis, including revenue review, required funding, and trip-based fee assignment. No vendor has been procured yet for implementation; the city is still in the policy and financial modeling phase. This is a live pre-RFP chance for firms that support utility-fee design, public engagement, legal/financial analysis, billing integration, and rate implementation.
