Summary

This project involves the construction of a one-story, 32,800 sq ft facility to house the Osage County Sheriff's Office, Emergency Operations Center, Dispatch, Evidence Lab/Storage, and an ambulance bay. The construction includes concrete and brick veneer masonry, structural steel framing, interior CMU partitions, TPO roofing, architectural casework, food service equipment, detention equipment, security electronics, and finishes typical for a detention center. It also includes a kitchen, laundry, vehicle sally port, intake/booking, prefabricated steel cells, sitework (stormwater management, site utilities, sidewalks, parking lots, grading, fencing/gates), mechanical work (ductwork, plumbing, sprinkler system, smoke control system, controls, rooftop units), and electrical work (panelboards, lighting fixtures, fire alarm, emergency generator, power, technology wiring, security systems). Additionally, a PEMB for the sheriff's outbuilding and a gravel impound lot are included.

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
