Lorain County’s Board of Commissioners is entering a multi-year cooperation agreement with Avon Lake and other local governments to administer CDBG, HOME, and potential ESG funds as an Urban County. The Board will manage HUD applications, funding distributions, and compliance across the county for 2027–2029.
