Summary

One (1) Tractor without loader (2025 model or newer, at least 100hp, diesel engine, minimum 540 PTO, 4WD, rear dual remote valves, high/low speed transmission, ROPS certified cab, A/C and heat, fuel tank guards, standard lighting, air suspension seat, retractable seat belts, telescoping side mirrors, horn, front/rear wiper/washers, rear view mirrors, Category II 3-point hitch, stabilizers, electronic position/draft control, flip-up PTO shield, 7-pin trailer connector, radial tires)., One (1) Flex-Wing Rotary Cutter (2025 model or newer, 10-foot flex wing, operates with 540 PTO, 4-inch cutting capacity or larger, pull type constant level swivel clevis hitch, heavy-duty deck with armor/stump jumper protection, front/rear deflection chains, spring cushion suspension, foam-filled tires, heavy-duty PTO shaft and gearbox, standard safety equipment).

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
