Summary

This project involves the repair of Chambers Creek Watershed, Floodwater Retarding Structure Site No. 125. The scope includes stabilization of embankment soils with lime, repair of the plunge pool, evaluation and potential replacement of the riser structure gate valve, excavation of sediment, repair of shoreline wave protection berm with riprap, clearing and revegetating areas, flattening the downstream slope, reshaping embankment areas, improving drainage in the auxiliary spillway, and constructing a wave berm. Specific tasks include approximately 16,919 cubic yards of excavation, 1,015 cubic yards of earth fill, 12,824 cubic yards of lime-treated earth fill, 1,750 tons of rock placement, 15 acres of vegetation, wave berm construction, stripping and excavating borrow areas, waste disposal, and grading, shaping, and replacing topsoil.

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
