Summary

The Port Chester-Rye Union Free School District is seeking proposals from qualified community organizations and private entities to provide after-school child care programming for elementary students (K-5) during the 2023-2024 school year. The program will be offered on-site at the District's four elementary schools.

Evaluation Criteria

Proposer's capacity to effectively, efficiently and immediately provide after school child care programming; staffing patterns and qualifications; current program design and experience in providing child care services; Capacity to provide developmentally, culturally and age appropriate educational and/or recreational activities in addition to child care services; fiscal solvency; stability of staff, rate of turnover and ability to fill vacancies in a timely manner; articulated mission/philosophy statements; record management and documentation procedures followed by the proposer; administrative structure; capacity and experience in serving children with disabilities; capacity and experience in serving children when they are limited English proficient; cost or program to families; capacity to accept children into program other than full-time (Monday through Friday); ability to bill and collect payment directly from families; ability and willingness to assist families in applying for financial assistance to pay for the program

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
