Summary

Henry County is seeking bids for the purchase of one (1) mobile morgue trailer to enhance its emergency response capabilities. The trailer should be capable of supporting Hazardous Material Response and recovery during CBRNE/Terrorism events and Mass Casualty Events.

Detailed overview of the proposed trailer and any additional services provided, Warranty, Maintenance, And support information, Including pricing if applicable, Schedule/timeframe for project completion and/or delivery, Proof of insurance, Proof of current workers' compensation certificate

Bid guarantee, Contract performance and payment bond, Non-collusion affidavit, Verification of 'No Finding for Recovery', Affidavit in compliance with Section 3517.13 of the Ohio Revised Code

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
