Summary

The Wake County Housing Authority is seeking written proposals from qualified firms for Architectural/Engineering Services for PHA-owned housing units and design and development services. The contract will be an Indefinite Quantity Contract (IQC) for an initial term of two years with potential extensions.

Evaluation Criteria

Evidence of firm's ability to perform, professional and technical competence, experience with HUD and NCHFA, capability to provide timely services, NC registration, past performance (cost control, quality, schedules), knowledge of local building codes and Federal requirements, recently completed public housing projects, knowledge of HUD Capital Fund Program, NCHFA requirements, Section 504, Lead-Based Paint Interim Guidelines, Hazard Identification, LBP and asbestos testing/abatement, Construction Management, Energy Audits and Utility Allowance Studies.

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
