Kure Beach adopted a comprehensive Water System Asset Management Plan on July 20, 2026, identifying major replacement needs in wells, elevated tanks, and 22 miles of distribution mains. Garner Economic Development Corporation is planning the Garner Innovation Park on a 15-acre parcel, coordinated with HM Partners’ adjacent 62-acre Jetter parcel. HM Partners will fund site infrastructure and is granting GEDC an additional free 1-acre parcel, but GEDC notes its site is unusable without major infrastructure. Estimated public infrastructure investment by HM Partners is $2,500,000, with projected annual tax revenue to the Town of Garner of $819,771 by 2028. This concept stage work signals upcoming needs for master planning, civil design, infrastructure construction, and site development services as the project advances.
Engineering is complete for a 900-foot N. Washington Street sidewalk project with curb, gutter, and a new culvert between Park Drive and E. Franklin. Right-of-way acquisition is underway, with bidding expected by late summer 2026 using a $2.7 million state sidewalk grant. Durham County is holding a public hearing on a performance-based incentive award up to $15,450,000 for AbbVie’s Project Glass, a new manufacturing campus investing $1.295 billion and creating about 734 jobs at the Parmer Edge site. The plant will be AbbVie’s U.S. center of excellence for small volume parenteral manufacturing and emphasizes partnerships with local talent pipelines and CTE programs. Construction, manufacturing equipment suppliers, workforce training providers, and local service firms should engage AbbVie and County economic development staff as the project ramps up over the next five years.
Rural Hall is refining designs for Phase I playground improvements at Covington Memorial Park, funded through a grant project fund and local match. WithersRavenel has completed schematic designs, and council is being asked to guide preferred concepts and authorize final construction documents based on a $1.27 million cost estimate. Park designers, playground vendors, and site contractors should track this as the Town moves from design into procurement for equipment, surfacing, and site work.
