Summary

Seeking proposals for design-build services for the expansion of the School of Nursing at Kennedy-King College. Evaluation Criteria

1. Technical Qualifications (40 points) - Quality of Design Concepts, Compliance with Project Objectives, Overall compliance and responsiveness to Design Parameters, Quality and durability of products and materials, Overall constructability and quality of proposed project, Quality of Proposer's Project Approach and Methodology and Commitment to Schedule, Innovation demonstrated. 2. Past Performance (16 points) - Successful experience on projects of similar size, Successful experience on projects of similar type, Past performance with timeliness and completion of projects. 3. Key Personnel and Consultants (8 points) - Quality of experience of Proposer's Key Staff Members, Proposer's commitment to assign Key Staff Members and Quality of Proposer's consultants. 4. Utilization Goals (15 points) - Ability and past performance in meeting utilization goals for minority and women business enterprises, Demonstrated past performance and/or capacity to meet MBE, WBE, EEO, City Residency, and Community Hiring participation goals. 5. Cost and Financials (17 points) - Guaranteed Maximum Project Cost Proposal, Proposer's Financial Capability. 6. References (2 points) - Quality and Content of references. 7. Interview (20 points). 8. Responsiveness to the RFP (1 point) - Completeness and comprehensiveness of Proposer's response.

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
