Administration recommends that the Township authorize the CAO to sign a Memorandum of Understanding with the YMCA of Eastern Ontario for operation of a new daycare in a municipally built facility in Cardinal. The project anticipates up to $700,000 in capital spending for the building shell to be recovered through lease payments.
