The Emporia City Commission is considering approval of a Development Agreement with CrossWinds at Flint Hills, LLC for the Cedarbrook Meadows Reinvestment Housing Incentive District. Under the agreement, the developer will construct internal infrastructure and be reimbursed from RHID tax revenues over up to 25 years, while a portion of early revenues will reimburse the City for 18th Avenue public improvements and related costs. Eligible development costs for the developer are estimated at $9.39 million, with the City’s reimbursable infrastructure and professional costs estimated at $1.84 million.
