The Emporia City Commission is asked to approve a Development Agreement with CrossWinds at Flint Hills, LLC for the Cedarbrook Meadows RHID, under which the developer will construct internal infrastructure and be reimbursed from housing tax increment revenues. The City will front 18th Avenue improvements, receiving up to $750,000 of RHID revenues while remaining reimbursements flow to the developer over the 25‑year RHID term.
