Otay Water District staff recommend an on-call supplemental maintenance and repair services agreement with Filanc, each year capped at $1,000,000 shared with another contractor, to support water, sewer, and recycled water infrastructure work in FY 2027 with four optional renewal years. The contract will enable rapid response to emergency repairs and planned maintenance without repeated bidding.
