The Ohio Department of Development is extending approximately $14.6 million in All Ohio Future Fund grant and loan financing to Defiance County to construct public infrastructure for the First Quality Tissue Midwest project, secured in part by pledged JEDD income tax revenues. The partially forgivable loan component will be repaid from project‑generated revenues if forgiveness conditions are not met.
