Carmel-by-the-Sea and other ReGen member agencies are using HF&H Consultants under an October 2025 MOU, with an estimated $534,620 in costs, to guide planning and procurement for the post-2030 solid waste, recycling, and organics collection franchise. HF&H supports stakeholder engagement, RFP development, and franchise negotiations.
