The Board will authorize the Executive Director to submit a Community Development Block Grant application in partnership with Popular Building El Paso LLC to fund rehabilitation and creation of civic and community-serving facilities in the historic Popular Building. If the grant is awarded, staff will later present a proposed agreement with Popular Building El Paso LLC for execution and implementation of the grant.
