The El Paso Downtown Management District Board authorized the Executive Director to submit a Community Development Block Grant application in partnership with Popular Building El Paso LLC for rehabilitation of the historic Popular Building into civic and community-serving facilities. A separate agreement between DMD and the developer will be brought back for approval if funding is awarded.
