South Coast AQMD is authorizing execution of an agreement with the California High-Speed Rail Authority to establish a framework for a future contract that will fund emission reduction projects to offset construction emissions from the Los Angeles to Anaheim high-speed rail segment. Staff estimate that about $36.3 million in Authority funding could be needed to fully mitigate NOx emissions exceeding federal General Conformity thresholds and cover AQMD administrative costs over the anticipated construction period.
