Eastern Municipal Water District continues to base all Non-Reclaimable Waste Line (NWL) charges on Santa Ana Watershed Project Authority (SAWPA) Inland Empire Brine Line rates. SAWPA’s annually adjusted rates are passed directly through to EMWD customers along with a District administration fee.
