Broomfield City Council is considering Ordinance No. 2307 to refer a new 20-year gas and electric franchise agreement with Public Service Company of Colorado (Xcel Energy) to voters for the November 3, 2026 election. The proposed franchise would continue the 3% franchise fee and 1% undergrounding program from January 1, 2028 through December 31, 2048.
