BBCM contracts with Cyrus for waste transport

Negotiations with county about BBCM contracting services to Waste Transport slowed down due to several new people at the county level, but the board is moving forward with contracts with Cyrus. Contract will include reimbursing him for the building he had to buy and we will pay him the $7,500 for the contract even if county doesn't pay us that money they have promised us in the past.
