The City of West Melbourne continues implementation of its July 2025 agreement with D.R. Horton under which the developer will fund and construct multi-phase Norfolk Parkway roadway and intersection improvements estimated at $12–$15 million. The improvements are tied to development milestones for The Pines project, including four-laning Norfolk Parkway and adding a new traffic signal and other capacity enhancements.
