The Bureau of Public Works recommended that the District Board authorize an encroachment agreement including Capitol Region Education Council for improvements within an MDC sewer right-of-way at 337–341 East River Drive. CREC, as a property owner, will share obligations for protecting the sewer, indemnifying MDC, and funding any related inspection and enforcement costs.
