Officers scheduled 40 hours per week, 182 days per year; weekly invoicing; rates increase annually by 3.5% for each following year unless otherwise agreed

Rates will automatically increase by 3.5% for each subsequent year the work and scope remain the same, unless the parties agree otherwise. No fixed end date is specified; terms imply ongoing annual renewal subject to mutual agreement.
