Everett seeks authorization to apply for Washington State Public Works Board pre-construction loans of up to $5,000,000 to fund design of the Water Pollution Control Facility headworks replacement. If awarded, the Mayor will be empowered to execute all related loan agreements at interest rates as low as 0.85%.
