Summary

The City of John Day is soliciting for an Engineer of Record to provide engineering services as independent contractors. Services will be provided on an as-needed basis, authorized by City task orders. Proposers must be licensed to practice engineering in Oregon.

Engineering services, including but not limited to: assisting with budgeting, planning, and rate analysis; reviewing land use and building applications; reviewing preliminary engineering design drawings; presenting technical information; suggesting and commenting on engineering-related issues; assisting with GPS/GIS data gathering; reviewing permits; developing grant applications; acting as City representative; reviewing construction plans; attending meetings; providing design and construction specifications; providing procurement documents; providing project construction observations; providing project management, engineering design, and construction observation; performing final construction observations and punch lists; performing engineering work related to public records, property acquisitions, etc.; preparing utility master plans and feasibility studies; performing special projects.

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
