Summary

Dickinson-Iron ISD (DIISD) is seeking proposals for dedicated, symmetrical data transmission services connecting two locations to their new technology consortium data center location. Broadband connections shall be no less than 10 Gbps and capable of 100 Gbps. These connections will also host the connection to the MiSEN. Bids will be accepted for E-Rate eligible modes of transport including, services provided over third-party networks (SPOTPN) and self-provisioned fiber.

Evaluation Criteria

Pricing (45% of Total Points) including E-rate eligible recurring and non-recurring costs, E-rate ineligible recurring and non-recurring costs, Site Preparation and Maintenance cost for solution. Proposal Merit (40% of Total Points) including Proposal's merit and ability to deliver requested service, Service reliability and dedicated infrastructure, Proposed contract terms and conditions. Miscellaneous (15% of Total Points) including Complete bid submission, Previous experience with OFFEROR, OFFEROR references check.

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
