Summary

The Indiana Housing and Community Development Authority (IHCDA) is seeking proposals for a consultant to conduct a qualitative and quantitative statewide Youth and Young Adult (YYA) needs assessment. The assessment will identify factors contributing to youth homelessness and will include information specific to Marion County and the City of South Bend. The project is funded by the Youth Homelessness Systems Improvement grant.

Regular communication with IHCDA staff, monthly engagement with Needs assessment working group, comprehensive marketing and communication plans, preliminary report drafts, presentation of initial findings, visually appealing final report, two-to-four page executive summary, train-the-trainer slide decks, final statewide findings presentation, custom presentations for Marion County and City of South Bend, and a recorded webinar.

Section 4.2 — Scope of Services and Deliverables

The selected vendor shall provide all labor, materials, equipment, and supervision necessary to perform the services described herein. Work shall commence within fifteen (15) calendar days of the Notice to Proceed and shall be completed within the timeframe specified in the project schedule attached as Exhibit B.

Proposals must include a detailed implementation timeline, staffing plan with key personnel qualifications, and three (3) references from comparable government engagements completed within the past five years. Evaluation will be based on technical approach (40%), experience and qualifications (30%), cost proposal (20%), and small business participation plan (10%).
