WWCC is implementing the statewide Prison Education Program (PEP) locally and has proposed detailed 2026–27 tuition and fee schedules for incarcerated students, including lower- and upper-division rates and several new flat per-term fees. The fee structure introduces dedicated laptop equipment, book rental and supply, instructional tech access, and consumables/classroom materials fees to support DOC-approved devices, course materials, and secure delivery of curriculum in facilities with limited or no internet access. The Board is being asked on June 24, 2026 to approve these schedules so charges can be applied through ctcLink and tied to students’ Pell funds, signaling that PEP implementation is moving from planning to operationalization.While no specific vendors are named, this creates ongoing needs around secure hardware provisioning, offline/low-connectivity instructional technology, LMS configuration, content delivery, and classroom materials logistics inside correctional facilities—areas where EdTech, secure device, and logistics providers can pursue integration, expansion, and support work with the college’s corrections education and administrative teams.

Program is governed by DOC and SBCTC policies and is funded via general operating funds, partnerships, and Second Chance Pell. Implementation depends on ctcLink configuration to route Pell funds correctly to tuition and new fees.
