Winona County’s Community Health Board and County Board are appointing Jill Chaffee as the Community Health Services Administrator, replacing Ross Dunsmoor in that statutory leadership role under Minn. Stat. 145A. At its June 9, 2026 meeting, the Community Health Board also adopted a resolution naming Chaffee as an official agent for numerous public health functions, including communications with the Commissioner of Health, public health nuisance abatement, Local Public Health Grant management, Maternal and Child Health reporting, and execution of various state and federal public health grants such as SHIP, immunizations, and WIC.
