Through 2025–2026 Planning Board work and the 2025 Comprehensive Plan, Eliot is actively reshaping zoning and design standards along Route 236 into a mixed-use corridor with stronger form-based codes and new civic space requirements. The March 17, 2026 minutes and draft ordinance in the June 16, 2026 packet show detailed proposed code language on building types, dimensional standards, affordable housing bonuses, wetlands conservation, and mandatory civic/open spaces (commons, parks, squares, plazas) for developments with 24+ units, including payment-in-lieu options and design requirements. The Town is targeting adoption of these mixed-use and housing-related ordinance amendments in time for a November 3, 2026 referendum, and has already been working with Maine Design Workshop and other consultants on corridor planning. Once adopted, Eliot will need ongoing planning, urban design, traffic/parking, and implementation support, and private developers will begin bringing forward mixed-use and higher-density projects that must comply with the new standards. This creates multi-year opportunities for planning, engineering, landscape architecture, traffic, and legal consulting firms to help refine standards, prepare developer applications, design civic spaces, and secure external grants or funding for Route 236 infrastructure and active transportation improvements.
