The Village of Pelham Board of Trustees granted ExteNet Systems, Inc. a modified Chapter 87 permit on June 23, 2026 to install three additional small cell wireless facilities on existing utility poles in the public right-of-way. These facilities will be located at Harmon and Young Avenues, Cliff Avenue and Second Street East, and Colonial and Pelhamdale Avenues, and are intended to support T‑Mobile’s wireless telecommunications services by upgrading and relocating equipment to maintain and improve coverage.The permit is valid for five years and is governed by an existing right-of-way agreement between ExteNet and the Village, with the Building Department authorized to issue any needed building or related permits. While the primary siting and vendor decision is complete, this establishes ExteNet as the incumbent small cell infrastructure provider in key parts of the Village for at least the next five years. Vendors can leverage this intelligence for follow-on work such as construction, electrical, maintenance, monitoring, and compliance services, or for complementary IT and public-rights-of-way projects involving utility poles and communications infrastructure.

Permit may be revoked or suspended if ExteNet violates conditions or Chapter 87 requirements and fails to cure; co-location uses existing poles, no new support structures required; RF compliance and least-intrusive siting were central to the review.
