The Town of Telluride is conducting the first of two work sessions on June 9, 2026 to consider a significant update to its Telluride Energy Mitigation Program (TEMP), which regulates outdoor energy uses for new construction and major renovations. Staff proposes shifting from an older CO2‑equivalency model to a modern energy use intensity (EUI) methodology, aligning with best practices used in many Colorado communities and better accounting for natural gas fugitive emissions. The draft update also contemplates adding new covered facility types such as heat tape, outdoor electric heaters, and outdoor gas fireplaces/firepits, refining treatment of snowmelt systems, and potentially adjusting how much mitigation (offset percentage) is required for each category. TEMP in‑lieu fees currently fund projects like rooftop solar at Sunnyside and VooDoo housing, the Town’s Green Grants program, and a geothermal feasibility study for municipal facilities, all aimed at cutting building‑related greenhouse gas emissions. Council is being asked whether to move forward with the new methodology and, at a subsequent June 30, 2026 work session, will decide which outdoor loads to include and what mitigation levels to set so that changes can be incorporated into the 2027 budget cycle.
