23 acres at 4333 Guy Road to shift the site from Wake County R-30 residential to Clayton’s Conditional Industrial (CZI) zoning, tied to a concept plan for two speculative industrial buildings totaling about 375,900 square feet. The project, branded Stotan Crossings 70 and submitted with concurrent annexation petition 2026-17-ANX, includes warehouse/distribution and light manufacturing space, stormwater ponds, EV charging, sanitary sewer and water extensions, and transportation improvements based on a Transportation Impact Analysis projecting 1,466 daily trips and a 2027 buildout. The rezoning and concept plan remain in the legislative review phase: staff recommends approval with conditions, specifically asking the developer to better address recently adopted mass grading and sustainable development standards and to refine the list of permitted uses.Final zoning, conditions, and annexation must still be approved by Town Council at a future public hearing (date TBD), leaving design, engineering, traffic mitigation, and utility work open for further definition. This is a high-signal pre-RFP lead for site design, civil engineering, traffic and stormwater engineering, environmental and mass grading strategy, off-site utility extensions, construction services, and potentially tenant improvements, since the park will be marketed to multiple future industrial occupants.

Conditions include exemption request from UDO mass grading Section 6.6.7, increased buffers, EV charging stations, extensive permitted industrial uses, and required off-site traffic improvements to be completed before first Certificate of Occupancy.
