The State Coastal Conservancy staff is recommending authorization of a grant of up to 772000 to Literacy for Environmental Justice (LEJ) to implement the Candlestick Point Climate Solutions Laboratory project in Bayview Hunters Point, San Francisco. The project includes preparing final designs and permits and constructing modular facilities: a 640 sq. ft.temperature‑controlled seed lab, 320 sq. ft. indoor workspace with GIS workstations and high‑speed internet, an 864 sq.ft. climate‑controlled greenhouse, soil/equipment storage, and interpretive panels to support shoreline habitat restoration and climate adaptation. This is a funded, multi‑component capital build and equipment package, with total project financing of 877000 combining Conservancy, city, foundation, and state youth access funds, plus about 86000 of in‑kind support.LEJ will need to retain contractors for design, permitting, inspections, modular building installation, utilities, IT connectivity, furnishings, and specialized monitoring and GIS equipment once the Conservancy Executive Officer approves the work program and contractor list. Vendors in modular facilities, greenhouse systems, lab/monitoring gear, GIS hardware, IT/networking, signage, and workforce training support can position for subcontracting and follow‑on work as LEJ finalizes its work plan and vendor selections.

Grant conditions require LEJ to submit detailed work program, schedule, budget, and contractor qualifications for Executive Officer approval before starting work. Site is on Candlestick Point State Recreation Area lands at 1150 Carroll Ave, with LEJ having operational authority via MOU with State Parks through 2037.
