The Rhode Island Department of Environmental Management (RIDEM) has formally objected to aspects of the Master Plan application for residential development at 445 Palmer Ave in Warwick, due to stormwater and trespass impacts on the adjacent Rocky Point State Park. RIDEM requests that the developer install an earthen berm or similar measures to retain and attenuate stormwater on-site, and construct a suitable fence along the property line to prevent encroachment and trespassing onto state park land. The Planning Board and Warwick Planning Department will need to ensure the subdivision plan incorporates engineered stormwater controls and boundary fencing that meet RIDEM’s requirements before approvals move forward.This creates a pre-RFP design and construction need around stormwater management infrastructure and fencing for the private developer and potentially for the city to review and enforce. Vendors offering civil engineering, stormwater modeling, erosion control products, and fence design/installation can position themselves to support Harrington Realty’s team and city reviewers as the plan is revised and conditions of approval are negotiated.
