The plan responds to increased flood risk, especially in landlocked basins like Kimbro, by committing to regular hydrologic/hydraulic model updates, flood vulnerability analyses, no‑net-loss flood storage standards, and a program to promote natural asset management in partner communities. It budgets $725K over ten years specifically for helping cities and townships identify, value, and protect natural flood-storage features such as wetlands and basins, and to support regional stormwater and storage projects. Floodplain and flood management work will rely on both rule enforcement and capital projects, including potential acquisition of vulnerable properties, smart outlet technologies, and wetland restoration or outlet modifications.Engineering and planning firms can help BCWD and its member communities translate these policies into specific resilience projects, natural asset inventories, and multi-benefit stormwater retrofits that can be co-funded with hazard mitigation or one‑watershed grants.

The plan explicitly aligns this work with Washington County’s All-Hazard Mitigation Plan and with Lower St. Croix One Watershed, One Plan runoff-retention goals. Cost-share expansion for water-quantity projects is anticipated but not yet designed.
